Executive Leadership Team

The Chief Executive Officer and other key members of staff together make up the Executive Leadership Team. Reporting directly to the Board of Trustees, our Executive Leadership Team is responsible for all aspects of the day-to-day running of the charity.

Katie KempenKatie joined the charity as Chief Executive in June 2023.

Prior to Victim Support, Katie worked at the Office of the Victims’ Commissioner, as Chief Executive.

Previous to this, she was Chief Executive of the non-profit Independent Custody Visiting Association (ICVA) and has held several policy roles including at the Office of the Police and Crime Commissioner for Surrey and in local government.

Katie has previously been a trustee for a local domestic abuse service, held a position on the steering group of the United Kingdom National Preventative Mechanism and won a National Police Chiefs’ Council ‘Criminal Justice Star Award’ for her work at ICVA.

Victim Support's interim Chief Finance Officer, Sultan Hussain Sultan joined in September 2025 as Interim Chief Finance Officer. He leads the Finance and Procurement team.

Sultan has over 20 years of experience in steering financial strategy and transformation, and has largely worked in charities and not-for-profit organisations.

He brings a wealth of charity finance and senior leadership experience having previously worked in Humanitarian Aid, Social Care, Volunteering and Higher Education sectors. He has also worked in commercial sectors such as Sports and Leisure, manufacturing and retail hospitality sectors.

Director of Business Services and Deputy Chief Executive, Martyn Herward

Martyn joined Victim Support in 2002 and led operational delivery and strategic development of services for victims and witnesses at a county and regional level.

Since 2010, he has worked nationally supporting the development and delivery of services across England and Wales with roles including Head of Programme Management and Head of Business Support.

Martyn joined Victim Support’s Executive Leadership Team in 2017. As Chief Operating Officer and Deputy Chief Executive, Martyn covers a broad portfolio that includes People Services, Communications and Voice, Technology, Business Development, Quality and Governance.

Since 2023, Martyn has been a member of the Executive Board of Victim Support Europe.

Kultar NayyarKultar joined Victim Support in 2012, taking on the role of Services Director for South and East England in 2015 and Services Director for London in 2019. He has a background in health and social care, in both the public and voluntary sectors, in particular mental health and offender health.

Kultar spent a large part of his career in the NHS leading large scale transformation projects and programmes. He is a non-executive director for a mental health and learning disabilities charity based in the South East.​​​

Jo joined Victim Support in 2010, initially managing victim and witness services across the North East, North Yorkshire, South Yorkshire and Humberside. She has since held a range of regional and national leadership roles, with experience spanning service delivery, quality, service design, innovation and income generation.

Jo has led work to develop new models of support for victims, strengthen national and regional service delivery, and mobilise major national services. She is particularly interested in how services can be designed around what people need, and delivered by safe, skilled staff who are well supported to do their best work.

As Chief Delivery and Innovation Officer, Jo brings together operations, service development, innovation and income generation. Her focus is on making sure Victim Support’s services are accessible, consistent and responsive, while also helping the organisation develop future services and remain sustainable as the needs of people affected by crime change.
